Federal and Provincial Government Fail to Fulfill Budget Promises

March 19, 2018 (Listuguj, Quebec) – Upon the Federal Government’s funding announcement in terms of First Nations Policing over the next five years, our Government was cautiously optimistic that they would receive the necessary funding to properly sustain their services for 2018-2019 and going forward.

“…We are presented with an offer that does not even begin to address the current situation and the need of our community, let alone scratch the surface of improving officer safety, training and equipment. This offer comes up about 93% short of where we should be starting as a minimum,” said Chief Darcy Gray.

“Forcing our First Nation Governments to sign under duress is not a true Government to Government negotiation process. It is the process Canada and Quebec impose on us, under the guise of reconciliation with our people. Waiting until the 11th hour to announce lower than standard funding is not only negligent and discriminatory but puts the safety and security of our communities in jeopardy. If funding for Federal, Provincial or Municipal police services were about to expire and the Governments did not respond to the agencies and the Canadian population, there would be chaos and they would never allow that to happen. This process clearly communicates that First Nations are not worth the same as the rest of the Canadian population.

First Nations Policing is still recognized as a program, not an essential service as they claim. If it was, we would not be in this same situation year after year. To start, we need legislative funding,” said Councillor Lloyd Alcon.

Winter Weather Surveillance Protocol

ObjectiveThe purpose of this protocol is to provide criteria and a tool to the Directors of Education, Capital and Infrastructure and Public Security to allow them to make the proper decision about closures to the Listuguj educational facilities and/or Listuguj Mi’gmaq Government offices due to severe winter weather in the best interest of public safety.

Authorized person:  Is the person(s) who receive(s) the data/recommendation from several departments, conducts a risk assessment based on the developed tool, makes the decision, and communicates it to the Chief, Senior Director of Operations, radio stations and other means of broadcast.

 

Procedure:

  1. Data Collection
    • Capital and Infrastructure will report the current and predicated road conditions based on the forecasted weather and the allowable workforce equipment to the authorized person, no later than 05h30.
    • Public Security will provide surveillance and up-to-date interior and exterior road conditions of the immediate territory, i.e.; (Inter-Provincial Boulevard, Route 132 East & West of Listuguj) at 05h30.
    • Weather Information: The authorized person will review the following criteria for the forecasted weather from official weather channels or websites:
      • Forecasted temperature
      • Forecasted snow falls
      • Forecasted low temperature precipitation (freezing rain)
      • Forecasted wind speeds
      • Visibility conditions
      • Any other warnings
  2. Data Processing

The collected data as per the previous section will be processed based on the weights and their relation. Based on the data processing, a risk assessment level will be then calculated as either HIGH, MEDIUM or MILD.

Based on the risk level, the authorized person will inform the Chief, Senior Director of Operations and the proper communication channels to close the educational facilities and/or LMG government offices if the risk is HIGH.

 

New Brunswick Tobacco Enforcement Unit Seeks Information

In response to several calls from the public regarding unknown male persons in dark colored SUV type vehicles with multiple provincial plates, the LPD investigated and established dialogue, it was explained that members of the New Brunswick Tobacco Enforcement Unit were seeking public information about New Brunswick traffic and not Quebec traffic. It was reiterated that the practice of such operations without the consent and knowledge of Listuguj Mi’gmaq Government and the Listuguj Police Department will not be tolerated. The demand for disengagement of operation was issued and complied.

PSA: Child Safety Initiative

Listuguj Police Department;
Upon repeated observations automobile and all-terrain vehicle motor vehicle traffic of public roadways near the Head Start Program , Mawo’itijig Mijjjuaji’g building. Listuguj Public Security will initiate preventative measures to ensure safety along the roadways in those particular areas with installations of speed bumps along the roadways.

Also, in consideration of speed bumps installations is the school zone areas of LMDC north/south lanes of Pacific Drive and the east/west traffic lanes of Riverside East and West in front of St. Anne’s Church.

PSA: Listuguj Police Department Enourages Safe Driving in the Community

The Listuguj Police Department would like to remind the public that during the school hours of 08h00am to 17h30 AST, the reduction to the speed limit to 30km/h in all school zones is necessary to ensure safe passage of our students arriving and departing either as pedestrians or occupants in motor vehicles at all educational buildings within the community of Listuguj.
Designated areas are sectioned from the full length of north south traffic lanes of Caplin Road as well as the intersection of Riverside East & West and the southern Pacific Drive area. The Listuguj Police Department is asking the motorists to comply with the designated school zone areas regarding the speed reduction in which we can all work towards a safer community for our students.
Please drive safe and be aware of the pedestrian traffic at all times especially in low lighting .

URGENT: Please advise the public this is ongoing.

PHONE SCAM–PUBLIC SERVICE ANNOUNCEMENT

Listuguj Police Department are warning the public about the numerous phone scams active in the community.

This message is to advise the public of Listuguj that a series of complaints have been received regarding telephone calls from individuals soliciting personal and banking information over the telephone.

Recently, calls from the community report one active scam, in which the caller claims to be from the satellite filters are to be installed by the service provider with the caller Identification of Listuguj Police Department asking for personal and banking information.

The Listuguj Police Department is asking the public not to relay personal or any banking information over the telephone for any reason. If anyone has been a victim of this scam, please contact the Listuguj Police Department at (418)788-2003 or at the non-emergency line at (418)788-2334 during business hours during the work week.

The Listuguj Fire Department will be conducting free chimney cleaning services to the community of Listuguj.

LPD Prevent The Transportation Of Controlled Substances

On the evening of March 27, 2013, the Listuguj Police Department intercepted three individuals within the Mi’gmaq territory of Listuguj. A significant amount of controlled substance was seized during the course of the interception. This seizure is a result of police operations being conducted by the Listuguj Police Department. Two of the three individuals implicated have been processed for criminal charges and will be appearing in the Court of New Carlisle at a later date.

The LPD will continue to investigate and prosecute any and all illegal activity occurring in and around Listuguj.

The LPD also continues to encourage the community to assist by providing any information concerning any illegal activity in and around our community.
