Tuesday June 11, 2013 will mark the 32nd anniversary of Migwite’tm or “The Incident at Restigouche”. The LMG will be hosting a walk to commemorate the raid of 1981 which was a historical and defining moment for the community of Listuguj, along with all of the Mi’gmaq First Nations.  The walk will begin at the Listuguj wharf at 11:00 A.M. and will proceed to the Listuguj Community Development Center (Bingo Hall) where a soup and sandwich lunch will be served by the Elders.

Community Meeting Saturday June 15, 2013

The Listuguj Mi’gmaq Government invites all community members to a meeting on Saturday, June 15 at noon at the Listuguj Community Development Center (Bingo Hall) to inform, engage, and receive feedback from community members on the ‘Listuguj-Canada’ Claims Settlement negotiations.

A hot lunch will be served and prizes will be given for participation.

Invitation to All Community Elders

Chief and Council would like to send an invitation to all elders for an afternoon of discussion on Sunday June 9, 2013 at 12:30 P.M at the Listuguj Community Development Center (Bingo Hall). The day will include CHRQ bingo, discussion followed by a supper at 4:00 P.M. The purpose of this gathering is to bring elders together to form an Elders council for the community. As Elders your wisdom and ideas are very important and we believe that your guidance will help point the community in the right direction.

Doors will be open at noon coffee, tea and muffins will be provided.

Wind Farm for Gespe'gewa'gi Becomes a Reality

Wind Farm for Gespe’gewa’gi Becomes a Reality On behalf of the Listuguj Mi’gmaq Government we would like to send out our congratulations to the Mi’gmawei Mawiomi Secretariat on their efforts on making this Wind Farm project become a reality. Over the course of several years this project has been a main priority of MMS and as of May 10, 2013 it has finally come to fruition.

A historic event for the Mi’gmawei Mawiomi as Quebec announces a 150 MW project for the Mi’gmaq. Gespeg, May 10, 2013 – The Mi’gmawei Mawiomi, representing the Mi’gmaq of Gesgapegiag, Gespeg and Listuguj wishes to express its most sincere gratitude to the Government of Québec for announcing the Mi’gmaq Wind Initiative today in Gespeg. This significant economic development measure provides the platform for the Mi’gmaq communities to develop a 150 MW wind farm which will be located within the MRC d’Avignon.

Since 2009, the Mi’gmawei Mawiomi consistently promoted its vision of a Mi’gmaq Wind Initiative that would foster Mi’gmaq economic and social development, improve services and build capacity amongst the three Mi’gmaq communities. With revenues generated from the sale of electricity over the next 20 years, this vision has now become a reality; a real measure towards Mi’gmaq self-determination.

“We are genuinely appreciative of the strong resolve and dedication towards the achievement of this project shown by Premier Pauline Marois, by Minister Martine Ouellette and by Minister Gaétan Lelièvre. The wind initiative is a momentous event for our three Mi’gmaq communities. We see great opportunities for the future, this initiative will provide us with resources to make strategic investments in our communities,” said Chief Claude Jeannotte, Chairperson of the Mi’gmawei Mawiomi.

The unique project located in a wind rich area of Gespe’gewa’gi, initiated by the Mi’gmaq is seen as a pivotal economic development initiative. The Mi’gmaq support regional development and continue to seek innovative ways to work with the surrounding municipalities, the CREGIM and the Government of Québec. Wind Energy has been providing economic benefits to the region and now the Mi’gmaq can actively contribute to the economy of the Gaspésie region, while providing greater services to their citizens.

The regional benefits from this project are far greater than any other wind farm in Gespe’gewa’gi. Creating up to 300 jobs during its 2-year construction period. Thoughout its 20-year operation period 10 direct jobs, and 100 indirect jobs will be created. In addition, the wind energy project will also support the wind power manufacturing activities on the Gaspésie during a period when the industry needed to fill their order books to maintain operations and jobs. The Mi’gmaq will earn the majority of revenues flowing from the sale of electricity. This is significant because the Mi’gmaq are known to make their purchases locally and they are a great stimulus to the local economies surrounding their communities.

The wind farm project is also a catalyst for Mi’gmaq participation in the Quebec construction industry, as over 100 Mi’gmaq trade people will join the sector by 2015. Leading up to the construction of the Mi’gmaq wind farm 52 Mi’gmaq will pursue vocational training. Also, the Construction Commission of Québec will qualify over 50 Mi’gmaq journeymen. The long-term economic benefits for the 100 Mi’gmaq workers are significant.

Chief Claude Jeannotte added: “We are truly pleased how Premier Pauline Marois, Minister Ouellette and Minister Lelièvre understood so empathetically how crucial this initiative is for our communities. With the revenues generated, we will gain greater control over our destiny, improve social cohesion in our communities and foster economic development for the Mi’gmaq and the region.”

The ability of the Mi’gmaq communities of Gesgapegiag, Gespeg and Listuguj, to think strategically and remain steadfast under a common vision and develop a project of this importance shows that the Mi’gmaq are serious, organized and able to be partners in economic development projects throughout Gespe’gewa’gi. During the development phase of this project, Aboriginal Affairs and Northern Development Canada was very helpful by providing grants under various programs during the critical development phase of the project. The Mi’gmaq are very grateful to the Government of Canada for their investment in this initiative.

They were clearly part of the solution and we are happy to be in business with them. We wish to thank them with the utmost appreciation”, declared Chief Claude Jeannotte.

Community Members and Fishers Involved in Developing Salmon Plan

On April 25, the Listuguj Mi’gmaq Government (LMG) held a meeting with
community members about the upcoming salmon season, and to review the 2013
Salmon Plan. “Input from the community has been invaluable in the past,
community participation is important,” Chief Dean Vicaire emphasized. The meeting was an opportunity for the LMG and community members to talk about the salmon fishery: management issues, research and training, Mi’gmaq Rights to the fishery, enforcement and compliances, as well as environmental issues, were some of the topics
discussed.  As well, the LMG wanted to gain community input into the salmon management plan (2014-2019), which will be negotiated with government this year.

At the meeting, the LMG also discussed the monitoring of the salmon fishery.  In the
upcoming season, the Scientific Technicians, Pam Isaac and her crew, will continue to monitor the fishery.  As part of their work, they will be asking fishers if they have noticed any changes to the salmon, and the Restigouche River. This work is needed to monitor the
health status of the salmon and its habitat.  The Scientific Technicians are currently taking a two-day introductory training called “Mi’gmaq Ecological Knowledge Training.” This initiative, spearheaded by the Gespe’gewaq Mi’gmaq Resource Council (GMRC), will allow
technicians to better monitor and report on changing conditions associated with the fishery.  The information that the technicians will gather from the fishers will assist the LMG to develop relevant objectives for the future management of the salmon fishery. 

Finally, at the community meeting, it was strongly recommended that fishers and community members remain involved in the long term planning of the salmon fishery. A community meeting is being planned for the fall of 2013.

2013 Salmon Fishing Dates

Fishing season will open on
Wednesday, JUNE 5th and end JULY 26th, 2013.

The LMG will notify the public
about the dates and times for the fishery, as well as the ‘protected areas’ of
the waters.

It is the request of the Listuguj Mi’gmaq Governments Membership Department that all
individuals who wish to renew or register for their band cards do so in a
manner that gives the Membership department sufficient amount of time to
process your request. In order to fill out all the necessary paperwork and to
ensure that everything is done correctly we ask that individuals come either by
appointment or prior to 3:00 P.M. Monday to Thursday and before 11:00 A.M. on
Fridays.

In regards to those applying for C-4 status it is to be noted that the request is sent
away to INAC and the card itself does not come from the LMG Membership
Department. For all those who are still waiting for their status cards from
INAC you can contact them directly at:

Congratulations To Morgan Metallic

Morgan Metallic has been selected as one of the top six student-athletes in the Northern Conference to receive the NBIAA Raymond Legere Sportsmanship Award for displaying outstanding sportsmanship towards her team-mates, coaches, opponents, and game officials.

She will be honoured for her accomplishments at the Eighth Annual NBIAA Sportsmanship Awards Banquet on May 14, 2013 at St. Thomas University.

Once again congratulations to Morgan Metallic for her outstanding accomplishment.

Information, communiques, reports, and studies released by the Listuguj Mi’gmaq Government will be sent to on reserve members using traditional methods such as mail, posters, bulletin boards within Listuguj, and for our members not living in Listuguj the same information will be distributed using web based technology such as our www.listuguj.ca website and our LMG Facebook group.
