Summary of Function:

The Harvesting Plan Coordinator will lead, track, and operationalize a comprehensive, multi-phase Ji’gaw (Striped Bass) harvesting plan project, along with developing relevant institutional support capacity. This role acts as the central hub connecting Community Harvesters, the Natural Resources Directorate (NRD), Rangers, the Listuguj Mi’gmaq Government (LMG), DFO/Canada, and other relevant institutions. The ideal candidate will ensure that the project seamlessly transitions from strategic planning through to community-based implementation, processing and trade development, and adaptive seasonal review.

Job Duties:

Community Engagement & Communications:

  • Educational Development: Coordinate the creation and distribution of educational materials related to the following topics: Ji’gaw biology and ecology, community values history, and knowledge, and governance and institutional frameworks.
  • Community Engagement: Facilitate community engagement sessions to understand and integrate community vision, values, and knowledge into the harvesting strategy and management rules.
  • Strategic Communication: Develop targeted communication materials and deliver presentations to keep the community public, leadership, community advisory bodies, and internal/external collaborators informed.

Governance, Compliance, & Safety

  • Governance Support: Assist the Listuguj Mi’gmaq Government (LMG) and Natural Resources Directorate (NRD) in developing governance engagement and educational material.
  • Safety & Regulation: Develop Community Harvester Rules, best practices, and marine safety protocols with interested harvesters.
  • Compliance Monitoring: Partner with Rangers and LMG to oversee dockside activity, monitor safety, compliance reporting, and restorative justice practices.

Trade Development

  • Catch & Landing Administration: Oversee the development of harvester reporting systems, manage landing and purchasing logs at the Listuguj Wharf, and collaborate with LMG Finance to ensure prompt fisher payments.
  • Facility & Quality Control: Supervise NRD facility operations—including butchery, packaging, storage, and waste management—to ensure compliance with Canadian Food Inspection Agency (CFIA) standards and community guidelines.
  • Market Distribution & Community Distribution: Coordinate internal/external marketing and sales plans, manage seafood donations for elders, and support the community’s traditional Giving Thanks Ceremonies.

Data Analysis & Adaptive Management

  • Data Aggregation: Coordinate and organize data management needs with proper organizations or departments related to science, management, governance, and community feedback.
  • Reporting: Draft comprehensive end-of-season Co-Governance Reports covering harvesting, compliance, safety, and sales data.
  • Continuous Improvement: Propose data-driven adaptive measures and adjustments to optimize the harvesting plan for future seasons.

  • Ability to demonstrate diplomacy, cultural sensitivity, conflict-resolution skills, and deep respect for community values and history.

Requirements:

  • Direct experience working with the Listuguj Mi’gmaq Government (LMG), the Natural Resources Directorate (NRD), or other First Nations organizations
  • Fluency or a working understanding of the Mi’gmaq language is considered an asset
  • Prior experience coordinating community-based fisheries, wildlife management initiatives, or communal food security programs, with a proven track record of managing community-based projects.
  • A valid driver’s license and access to a reliable vehicle for required travel between the wharf, NRD facility, and administrative offices.
  • In accordance with LMG policy, priority consideration will be given first to qualified Listuguj Mi’gmaq applicants, followed by applicants from other First Nation communities, followed by other qualified applicants
