Summary of Events 

October 20, 2014

Chief and Council passed Order-In-Council which set in motion the Settlement Agreement Ratification process, providing the Ballot Question, the Consultative Second Ballot Question (PCD in two of three options), the date of the Main Polls, authority for Chief Martin to sign the Ratification Protocol with Canada, and naming of the Chief Ratification Officer, Michel Poirier. 

 November 3, 2014

Both the Notice of Ratification Vote  was posted throughout the community and social electronic media, and Mail-in Ballot packages were mailed out for off-reserve voters. 

 November 18 & 25, and December 2, 2015

3 Information Meetings 

November 29, 2014, and from December 1-6 and 8-12, 2014, from 9am-4pm

LMG held Advance Polls voting on at the LMG Administration Building in Listuguj.  

December 13, 2014

The Ratification Vote Main Poll voting was held at the Alaqsitew Gitpu School (AGS) in Listuguj on from 9am to 8pm.  

December 15, 2014

The Chief Ratification Officer posts community wide, the Certificate of Results as soon as possible after the vote. 

The Chief Ratification Officer had to allow 7 days after posting the Certificate of Results to receive complaints about the vote and he received zero (0).  

In the case of complaints received by the Chief Ratification Officer, (and then submitted to) the Review Officer, Donatien Grenier, the Review Officer had to rule within or on the 7th day after receiving the complaint, but since no complaints were received this didn’t happen. 

Pursuant the provisions of the Ratification Protocol, if a ruling on a complaint were appealed, the Review Officer had 7 days to rule, but since no complaints were received no ruling or appeal resulted.

Official Results Report submitted to Canada 

February 5, 2015

Chief and Council passed OIC #2180, confirming successful ratification of the Settlement Agreement and conferred upon Chief Martin, authority to sign the Settlement Agreement on behalf of Listuguj.  

March 26, 2015

Chief Martin signed four (4) originals of the Settlement Agreement, to which I was witness. 

The 4 originals of Settlement Agreement mailed by priority post and then emailed PDFs, to Canada, 

March 30, 2015

Canada receives 4 signed copies of the Settlement Agreement. 

April 8, 2015

Canada Informs Listuguj of delay of Canada signing Settlement Agreement on basis that a “rollover letter” to carry settlement negotiations mandates from fiscal 2015 to 2016 must be signed before signing the Settlement Agreement and that the same people doing this also are the same people working on the Federal Budget which has been delayed to April 21, which the Federal Budget being the top priority of Canada. 

April 13, 2015

Chief Martin sends Canada letter requesting reasons and explanation of delay in the signing of Settlement Agreement by Canada. 

April 17, 2015

Chief Martin, assisted by Jeff Basque, meets with Canada to request reasons and explanation in person for the delay and the actions being taken to proceed with signing of the Settlement Agreement by Canada.  Canada apologizes and emphasizes that this is a purely administrative delay and Canada intention to pay early May stands. 

April 29, 2015

Canada signs settlement agreement. 

April 30, 2015

Canada informs Listuguj it has signed the Settlement Agreement. 

May 1, 2015

LMG release information that Canada signed the Settlement Agreement on April 29, 2015, and that the cut off date for membership registrations for purpose of counting members as of the Effective Date in the calculation of the per capita distribution (PCD) of the settlement funds is May 29, 2015.  Also announced by LMG is that ALL members will have to apply for the PCD.
